why do grocery stores like Wal-mart pack bags so light?

They only put like one or two items in each bag when they can clearly add more things in them. I stand there and re-pack the bags right in front of the cashier. I don't like to go home and have to carry 50 bags up my stairs when i don't have to. Those 50 bags could easily be 10 bags. I don't buy heavy things, just the normal necessities.

i work at wal mart... we are taught to fill the bottom and build out the sides... its not a cheap bag factor its a convienince factor. the bag will be filled to what the cashier deems to be a good size for the particular customer, or if you have a few meats and a few cloths obviously they will be in different bags. and if they can get away with it they will fill them to the brimb, unless the patron looks like they cannot mangage such a large bag.
